The Post Offices on St.Croix were not authorized to accept bisected stamps on this date - February 9. The Frederiksted postal clark did not accept the bisected stamp as having paid the two cents postage, and the other diagonal half was added. Letters could be mailed without a stamp - but the receiver would have had to pay four cents postage due.
Two days later - on February 11 - the St.Croix postmaster announced that bisected stamps could be used.
